Measuring the impact of open data: the (im)possibilities of measuring real impact based on the knowledge of the past 15 years.

What makes open data impact measurement hard or impossible? How can we measure impact when government and re-users aren't advanced? A measurement framework based on existing global research into the potential and actual impact of open data was created as part of a project for the UNDP Serbia. It takes into account levels of maturity, different parts of the value chain, and stakeholders, circumvents factors that make open data impact measurement hard, and prevents people gaming measurements.
