What’s the status of skill recognition in the labor market? Can digitalisation & Open Data foster transparency & efficiency of this process?

Learning is happening everywhere and education is looking at technology to keep track of it all (MOOC’s, Cities of Learning, open badges, blockchain based credentials, ..) but how is the labor market embracing & adopting to this?
What is the status of the recognition of these learning outcomes when it comes to employability?
In this session we will have a panel & audience discussion on this topic and will pose questions such as:
- Is the current process of recognition of prior learning successful?
- does the labor market need formal recognised certificates for the digital learning that is happening everywhere (e.g. in BeCentral (Becode, HYF, ..)) ?
- What are the wins that Linked Open Data could bring (e.g. for Competence Frameworks)?
- views on current innovations in the field ( Open Badges, Blockcerts, ML, ..)
- ...

We will also introduce the concept of Open Recognition & point to the European funded MIRVA project to Make Informal Recognition Visible and Actionable.

Hello I'm BERT JEHOUL

Bert Jehoul is a Board member of Open Knowledge Belgium and lead of the Open Badges working group. He is also a member of the International Open Recognition Alliance. He helped initiating the Be Badges platform at Selor (Selection Office for the Belgian Government), supports the Bologna Open Recognition Declaration and was coach of the Bskilled & Gentlestudent projects during Open Summer of Code 2018. Bert has a background in Psychology and Psychometrics and is an enthusiastic user of the statistical software R.

Founding member & President of Reconnaître & the Open Recognition Alliance, Serge Ravet spent most of his professional life exploring the contribution of digital technologies to the empowerment of individuals and communities and their impact on educational and social innovation. The issue of recognition is at the heart of a work that led him exploring through numerous international projects the potential of portfolios, ePortfolios and Open Badges, but also the issues related to digital identity and trust.

Vincent has over 15 years of experience working in Human Resources/Personnel and Organization. Currently, he works as Poolstok’s Managing Director. Poolstok’s team of twenty-one delivers HR products to + 360 clients (Flemish public sector) by partnering with + 50 private companies. Previously, he was the Product & Innovation manager at Selor, where he put Selor’s product & innovation strategy into practice. In 2015 he co-founded Be Badges with Bert Jehoul, an online platform for increasing talent mobility, based on Mozilla’s Open Badges technology (the first of its kind in Belgium). Be Badges won the Innovation award at the 2016 E-gov awards.

Saskia Van Uffelen is a Belgian business woman, active in the ICT field, and involved in activities related to the skills impact of digital transformation. Her public interventions focus on embracing the digital and organisational change whilst putting the human factor in the centre. She started her career in the IT sector in 1984, held several roles in IT companies (Xerox, Compaq, HP and Arinso), became CEO of Bull & CSB Consulting in 2008, and was CEO of Ericsson Belux between 2014 and 2018. In 2012, as part of the European DigitalChampions initiative, she was nominated by Belgium and became part of the Digital Champion expert Group.

An De Coen is a senior researcher at IDEA Consult in the field of Labour Market and Socio-Economic Policy. After obtaining her Degree in Business Engineering at the KU Leuven in 2006, she obtained a PhD in Applied Economics in November 2012. In 2012, she joined IDEA Consult. Her main research interests focus on active labour market policies and factors contributing to individuals’ employability, like training and education.

Alison has been working in the European Commission since 1999, and currently heads the Skills and Qualifications Unit in DG Employment, Social Affairs and Inclusion. Her team is working with Member States, social partners and other stakeholders to improve skills development and skills intelligence for better career choices, and to make skills and qualifications more visible and comparable. Her previous work in the Commission includes both policy and funds management in vocational education and training, adult learning, and school education. Most recently she was closely involved with developing the New Skills Agenda for Europe and the European Pillar of Social Rights.
